Paul Haenle has served as the founding director of the Carnegie Endowment for International Peace’s Beijing office, known as the Carnegie-Tsinghua Center (CTC), since 2010. Under Paul’s leadership, CTC has become one of the top-ranked independent foreign policy think tanks in China and a critical resource for Chinese and international experts for collaborative research and dialogue on global issues.

Under Paul’s leadership, CTC has become one of the top-ranked independent foreign policy think tanks in China and a critical resource for Chinese and international experts for collaborative research and dialogue on global issues. Paul is also a senior advisor at the global business-consulting firm, Teneo Strategy. Paul advises CEOs of Fortune 500 companies in the healthcare, chemical, clean energy, and technology sectors on how to navigate China’s foreign business environment. He also advises Chinese firms involved in foreign investment.

Paul has over 20 years of U.S. government experience. Most recently, he served for five years at the White House under Presidents George W. Bush and Barack Obama as the principal assistant to the President’s National Security Advisor and later as the China Director. From 2007 to 2008, Paul also played a key role as the White House Representative to the Six-Party Talks, the multilateral framework for nuclear negotiations with North Korea.  He was selected by the National Committee on U.S.-China Relations to be an inaugural member of the U.S.-China Young Leaders forum, a program designed to enhance relations between Americans and Chinese leaders in a diverse variety of professional fields.
