Background

Disasters impose staggering human and economic costs. In 2013 alone, disasters affected some 388 million people in China, killing nearly 1,851 people and destroying and damaging 8.55 million homes. Direct economic losses exceeded 580 billion Yuan and nearly 31 million hectares of crops were also damaged during this period.

Approximately 70% of China’s cities and half of its population are located within disaster prone areas. Meanwhile, as the frequency and intensity of disasters escalates catastrophic disasters continue to threaten the lives of millions. Many more people are also afflicted by less grievous forms of disaster – such as prolonged drought – which erode their livelihoods over longer periods of time. Crucially, this destruction often has a disproportionate impact on the poorest and most vulnerable populations including women, children, disabled and the elderly.

Viewing disasters as a fundamental threat to development, UNDP China strives to promote a more resilient form of development by strengthening national and local capacities towards disaster risk management, mainstreaming disaster risk reduction within development planning and practices.
