University of South Florida Confucius Director Position Details:
POSITION SUMMARY:
The Director of Confucius Institute responsibilities include but not limited to developing K-12 teacher training programs, administration of academic assignments of CI faculty, reporting, budgetary management/compliance; and active involvement with the community. These responsibilities require in-depth comprehension of Chinese culture, history and current issues, administrative and budgetary management experiences, and a strong ability to promote community engagement. This is an administrative appointment, although candidates with academic and/or research experience are encouraged to apply as this could be either a full-time position or a joint position for a USF faculty member.
RESPONSIBILITIES:
Oversight of personnel and financial management for the Confucius Institute; taking charge of personnel and financial management. This position will be responsible for writing the various position descriptions for the Confucius Institute, as well as conducting annual performance evaluations for same. As well, this position will serve as liaison between China’s Office of Chinese Language Council International (Hanban) under the Ministry of Education and Qingdao University, and the University of South Florida.
Fiscal and personnel management, and policy writing, must maintain compliance within both the University and Hanban specific guidelines thus requiring a practical understanding of the capital management regulations of the institution in which the Confucius Institute is operated and the regulations for the administration of Confucius Institute headquarters funds.
Conducting exchanges and collaborations with the university communities, local businesses, schools, enterprises, organizations, etc. This position will be responsible for facilitating exchange of faculty with Hanban in accordance with the USF/Confucius Institute agreement maintaining full administration of academic assignments of CI faculty. Will liaise with USF departments and faculty, the business community, schools, and educational organizations to assist with language instruction and cultural exchange.
Drafting development strategy; executing plans for annual projects, implementing efficacy reports, budget proposals, and financial accounts and etc., that are in line with the goals of the Institute; to promote Chinese language training and Chinese history and culture, at USF and in the Tampa Bay Region, and to support Chinese language teacher training.
Organizing Chinese language and cultural activities. This may entail working closely with various Chinese organizations with in the Tampa Bay Region for coordinated celebrations such as the Moon Festival, Chinese New Year Celebrations and etc. This position is also responsible for oversight of the management and daily operations of the Confucius Institute Cultural Center where Chinese cultural activities and events are planned.
Establishing and sustaining archive management. The archives shall include relevant agreements, minutes of meetings of the Board Directors, annual plans and reports, important letters, files of students and instructors, registration records of fixed asset and bill, publicity materials, pictures of activities, media coverage reports and stories and etc.
Carrying out research on local language policies and the demand for Chinese language instruction; this includes but is not limited to developing K-12 teacher training programs and administration of academic assignments of CI faculty. This requires having relevant teaching and administrative experience.
Understanding the operation and functions of the Confucius Institute Headquarters, becoming familiar with the resources of the Headquarters and applications procedures for books and teaching materials, instructors and volunteers, HSK (Chinese Proficiency Test) test centers, certificate for International Chinese Language instructors test centers, Confucius Institute Scholarships, summer and winter camps, expert lecturing groups and exhibition and performing groups, etc.
POSITION QUALIFICATIONS:
Minimum Qualifications
This position requires a Bachelor’s degree in a field directly related to the program responsibilities and seven years of professional experience; or Master’s degree and five years of professional experience.
Preferred Qualifications:
A senior educational faculty member and/or administrator with extensive experience in developing Chinese Language or cultural programs both in the university and K-12 environments, experience in administration and staff supervision, in fundraising and grant writing particularly in the business community, familiarity with technical systems and strong interpersonal and communications skills, including public speaking.
Graduate degree in a related field, near-native written and oral fluency in English and Mandarin Chinese, and three years of relevant experience. Experience must include initiating, developing, executing, and evaluating programs in educational and/or non-profit settings; administration and supervision; and budget development and management and near-native written and oral fluency in English and Mandarin Chinese.
