Job purpose

Financial Controller is responsible for AmCham China’s fiduciary integrity, including the strategic planning, management, coordination and implementation of all financial policies and practices, including tax and audit compliance. She/he will also oversee the annual budget preparation and implementation, and will be responsible for oversight of banking activities and tax reporting for the American Chamber of Commerce in China’s US based subsidiary, the American Chamber of Commerce in China Fund.

Working location and time

Beijing, 9:00-17:30, Monday- Friday

Duties and responsibilities

  • Work with AmCham China’s leadership team to establish annual and medium term financial goals commensurate with its membership base;
  • Identify and make recommendations on revenue generation initiatives including membership strategy and dues and event pricing policies;
  • In consultation with AmCham leadership, prepare and oversee execution of the annual budget, including monthly reporting to senior management and the Board of Governors;
  • Maintain, develop and continuously improve AmCham China’s internal accounting system and financial controls related standard operating procedures;
  • Enhance internal accounting processes for cooperative programs, and other AmCham sponsored initiatives;
  • Oversee and ensure timely and accurate audit compliance and reporting in accordance with Chinese requirements;
  • Oversee and ensure timely and accurate tax compliance and reporting in accordance with Chinese and US requirements. For the American Chamber of Commerce in China Fund, the incumbent serves as the primary interface with the US tax firm advisors;
  • Oversee AmCham China’s banking relationships in China and the United States;
  • Daily approval and oversight of all financial transactions, invoices and contracts;
  • Ensure AmCham China’s charitable giving is effected in accordance with relevant Chinese laws.

Qualifications

  • Strong English and Mandarin skills – written and oral
  • Master of Business Administration or Finance. CPA certification a plus.
  • A minimum of 5 years professional experience in an international accounting or other financial organization, encompassing some managerial responsibilities
  • Strong written and oral communication and organizational skills
  • Self-starter with the ability to work independently, take initiative and work under firm deadlines
  • Able to work within a multi-¬cultural, multilingual environment
  • Familiarity with relevant laws on taxation and auditing in the NGO sector in China
