Introduction:
 
Save the Children is the world’s leading independent organization for children, working in 120 countries.
 
We have been working in China since the 1980s. With over 100 staff, we’re one of the largest international NGOs working in China. Our work covers the poorest western areas such as the Tibetan Autonomous Region, Xinjiang Autonomous Region, Yunnan and Sichuan where we work with poor rural children, often from ethnic minorities; we also work in urban contexts like Beijing, Shanghai and Guangzhou, where domestic migrant populations are often unable to access health and education services for their children. 
 
Currently, Save the Children is working on reducing child mortality and morbidity by increasing the coverage of high-impact, life-saving, and evidence-based child health interventions in underserved, ethnic minority communities in rural remote areas, for realizing the fulfilment of children’s rights to survival and development in China.
 
Job Purpose
To effective implement health relevant project, and support the health team in project work to improve access to quality primary health services for children in rural area, and raising awareness of key health issues in project provincial.
 
Post responsibilities
•   Contribute to preparation of project plans and prepare activity plans for the project in  health team in Xinjiang.
•   Work together with partners in implementing planned project activities.
•   Prepare reports for activities and trips, as well as report on project progress in a timely manner.
•   Collect monitoring and evaluation data with partners on agreed indicators on a continuous basis and in periodic reviews and evaluations.
•   Prepare short case studies and papers on lessons learned for inclusion in project reports, advocacy and marketing material.
•   Prepare and submit to Line Manager regular budgets for project activities.
•   Authorize petty expenditure relating to the project budget, as delegated by Line Manager.
•   With the support of finance and administration team ensure compliance with Save the Children procurement and financial policies. 
•   File hard copies and electronic copies of all health project documents as they are produced.
•   Coordinate design and production of project related IEC materials in collaboration with the Save the Children information and communication officer.
•   Conduct briefing meetings and other events for approved visitors to the project.
 
Person Specifications
 
Essential
 
•   A professional health qualification at bachelor degree or above e.g. public health, medicine, and nurse; or substantial work experience in public health.
•   Fluent in Mandarin, Uygur and English both spoken and in written;
•   A flexible approach to work with good time management skills and the ability to prioritize work and meet deadlines.
•   An ability to communicate effectively with a wide range of people, including communications by telephone and in writing.
•   An energetic and proactive approach with the ability to work cooperatively or independently within the Xinjiang team.
•   Ability and willingness to travel widely in program areas with hardship condition and sometimes to other parts of china and internationally some times.
•   Demonstrated commitment to human rights and social justice.
•   Computer literacy.
 
Desirable
 
•   Community based child health, nutrition and hygiene project experience.
•   Experience of working in participatory ways in all aspects of work.
•   Knowledge of the UN Convention on the Rights of the Child.
 
Reporting Structure/Relationship
Direct supervision and line management will be provided by Senior Health Project Officer.  
 
Terms and Conditions of Employment

The post-holder will at all times carry out her/his responsibilities with due regard to Save the Children ‘s commitment to safeguarding children in accordance with the Child Protection Policy. 
 
 
Duration
 
Initially one year full time fixed-term contract which may be extended according the development of Xinjiang program

Child Protection – level 3
 
Level 3 – the responsibilities of the post requires you to have one to one contact with children or young people.
