PURPOSE and SCOPE OF THE JOB

Overall purpose of the job
The Head of Research Unit champions the use of effective, innovative research and investigation tactics within the organization. S/he is responsible for setting strategic direction on the use of research and investigation, and the continuing improvement of research methods and facilities. As line manager of the unit staff , s/he is responsible for performance management, staff development and assigning staff to project teams.

The post holder may be assigned to lead projects or to design and implement research strategy for projects, which may involve other regions Greenpeace operates in.

The post holder will be ensuring/driving specialized teams as a community and ensure the community work closely with various projects with research and investigation skills and expertise.

Scope
Reporting to the Deputy Program Director, the Head of Research Unit manages researchers in Beijing, Hong Kong, Taipei and Seoul and assigns staff to carry out research and investigation tasks in specific projects.

The post holder demonstrates considerable independence and initiative, and provides leadership for the planning, development and implementation of program-wide research strategy, as well as developing research and investigation capacity in the organization.

The post holder provides direction and guidance to external consultants and temporary staff, as required.

The post holder prepares, monitors and controls expenses and budget.

RESPONSIBILITIES
Conceptual tasks, Strategy development and/or Project management

Provide leadership and strategic direction for the use of research and investigation, in response to internal needs and external trends.

Identify and implement ways (e.g. training, use of new methods and equipment, datamining etc) to enhance research and investigation capacity within the organization.

Provide strategic advice to the use of research and investigation in campaign projects.

Keep abreast of useful information, resources, equipment, tools, technical and technological development in related fields, to ensure research capacity is up-to-date.

Work with counterparts in Greenpeace to develop and implement global research strategy.

Implementation
Develop and implement effective research and investigation tactics to support campaign projects. Conduct desktop, field research and investigation work.

Monitor major environmental incidents and advise senior management in Program Department on rapid response. Organize and lead rapid response projects if needed.

Ensure useful data and information are captured, filtered and stored properly for future use.

Initiate collaboration and maintain relationship with useful groups and individuals such as freelance researchers and field investigators so as to fulfill Greenpeace research and investigation needs.

Liaise with other Greenpeace offices and Greenpeace International on issues related to responsible areas, such as SU, GPI AIU and research units/capacities in other NROs.

Support/ Coaching/ Leadership
Lead, motivate and manage staff in line with the organizational aims and objectives to ensure effective staff performance and that staff development, training and performance reviews take place. Mentor staff on the best research and investigation practices.

Allocate staff to projects and provide knowledge-based guidance to the design and implementation of research tasks in projects. Coordinate staff capacity and research outputs according to agreed program priorities.

Oversee that areas where skills and expertise needs to be built up in research and investigation.

Compliance/ Keeping Framework Conditions
Ensure that appropriate planning protocol, safety and security procedures related to research and Rapid Response and HAZMAT-related activities are in place and followed by staff, activists and contractors.

Ensure that the best practices and high professional standard in Research & Investigation are being followed. Take action to enhance quality of work. Ensure works are properly evaluated and lessons are taken.

Develop, monitor and authorize expenditure in order to ensure cost effectiveness and strategic expenditure.

Skill and expertise required
Knowledge of research related tools and equipment, and trends and developments in the field.

Work environment
The post holder works in a standard office environment, and is required to travel to other Greenpeace offices, campaign locations or locations where environmental problems require the presence of Greenpeace representatives.

The post holder will be required to work in physically or mentally challenging situations.

SALARY
This position’s salary range is from RMB 14000-29000/month.
The salary is evaluated based on relevant competency evaluation.
