TITLE: Senior Programme Officer
LOCATION: Beijing
DURATION: 2 year fulltime position
REPORTS TO: Head of TRAFFIC China Programme
TRAFFIC, the wildlife trade monitoring network, works to ensure that trade in wild animals and plants is not a threat to the conservation of nature. We actively monitor and investigate wildlife trade and provide information to diverse audiences worldwide as a basis for effective conservation policies and programmes. TRAFFIC is a strategic alliance of the World Wide Fund for Nature (WWF) and International Union for the Conservation of Nature (IUCN). TRAFFIC is an international network which is organised into eight regional programmes.
This work has strong strategic elements of project management, programme and project development as well as partnership management.
CHARACTERISTIC DUTIES:
• Guides andsupports the operations of the team of TRAFFIC’s China office, in close consultation with the Head of the China team, so that projects and activities successfully implemented in China;
• Contributes to the strategic development of TRAFFIC’s China programme of work, in line with delivering TRAFFIC’s global programme priorities;
• Ensures and maintains good working relationships with WWF, IUCN, governmental and inter-governmental agencies, major donors and relevant NGOs.
SPECIFIC RESPONSIBILITIES:
• Provides support and guidance to the team of TRAFFIC’s China programme to ensure that the team delivers project results effectively, efficiently and to expected TRAFFIC quality standards – on time and on budget.
• Manages and implements a range of project activities in the area of wildlife trade– including preparation and submission of technical and project reports (to a variety of donors and funding agencies).
• In collaboration with the Head of TRAFFIC’s China team, creatively and pro-actively contributes to the further strategic development of TRAFFIC’s work in China – including development of funding proposals as well as budgeting and scheduling of planned activities.
• Partnership development and networking:fosters relations with existing (project) partners in (international) NGOs, IGOs, government departments and relevant officials, donors and other partners (on senior level) as well as develops and builds up strategic new institutional relations.
• Observes and analyses relevant events, developments and activities related to wildlife trade in China and around the world in order to further develop TRAFFIC China’s programme.
• Liaises and coordinates with relevant WWF and IUCN offices and focal colleagues around the world to support the implementation of TRAFFIC’s global conservation programme.
• Collaborates closely with TRAFFIC’s senior staff around the world to ensure that TRAFFIC’s activities in China are in-line with the TRAFFIC global conservation programme and to create bigger impacts.
• Conducts any other duties related to the organization and operation of TRAFFIC East Asia and the TRAFFIC network as identified by the Head of TRAFFIC’s China programme, the Regional Director East & South Asia and the Senior Director, Asia-Pacific.
REQUIREMENTS:
• A university degree in a relevant discipline (e.g., conservation, biology, forestry, law or political, environmental and social sciences) and experience with international Non-Governmental Organizations or Inter-Governmental Organizations.
• At least 6 years of relevant working experience.
• This dynamic position requires a pro-active person with a passion for environmental issues and the ability to stimulate and motivate colleagues.
• Demonstrated experiences in providing guidance to colleagues.
• Experiences in working with government agencies would be an advantage.
• Strong, extensive and proven project management experience (incl. with international donors and partners).
• Solid experiences in reporting to international donors (incl. international donors)
• Excellent interpersonal skills and ability to work effectively as a part of a small team.
• Creative and lateral-thinking mind-set.
• Self-starter, who can quickly and efficiently take up complex responsibilities
• Strong networking skills and ability to work in different cultural contexts.
• Bilingual: fluent Chinese (Mandarin) and good English skills with demonstrated working experiences.
• Familiarity with standard word processing, spreadsheet, presentation and data base software, and with electronic communication technology.
• Ability to multi-task, work under pressure and under deadlines.
• Willingness to travel.
• The candidate must be a Chinese national.
